The Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU (IPC SECG) implements Article 13 of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union (TSCG), which entered into force in 2013. The Conference provides a framework for debate and exchange of information in the area of budgetary policy and other issues covered by the Treaty in order to strengthen cooperation between parliaments and contribute to ensuring democratic accountability, particularly in the Economic and Monetary Union. In order to implement the provisions of Article 13 of the TSCG, the basic principles of the Conference were defined by the Speakers of the European Union Parliaments in April 2013 in Nicosia. The rules of procedure were adopted by the IPC SECG in 2015 in Luxembourg.

The Conference meets twice a year, in coordination with the cycle of the European Semester. In the first semester, the Conference is held in Brussels as part of the European Parliamentary Week and is co-hosted and co-presided over by the Presidency parliament and the European Parliament. In the second semester, the meeting is held in the member state holding the EU Presidency and presided over by the Presidency parliament.

The Conference is composed of delegations from the relevant committees of the national parliaments of EU members states and the European Parliament. They usually comprise members of the budget, economic, social and European affairs committees. The composition and size of delegations are determined by each parliament independently. Moreover, each national parliament of a candidate country may be represented by two observers. The President of the European Council, the President of the Eurogroup and the relevant members of the European Commission are invited to the meetings of the Conference to present the priorities and strategies of the EU.

The Conference operates on the basis of the principle of consensus. In accordance with the rules of procedure, the Presidency parliament may present non-binding conclusions on the outcome of the meeting, in the first semester - together with the European Parliament. No Presidency has presented such conclusions so far.
