The Inter-Parliamentary Conference for the Common Foreign and Security Policy and the Common Security and Defence Policy (IPC for CFSP/CSDP) provides a framework for the exchange of information and experience in the area of CFSP and CSDP, to enable national parliaments and the European Parliament to be fully informed when carrying out their respective roles in this policy area. The Inter-Parliamentary Conference was established in 2011 by a decision of the Conference of Speakers of the EU Parliaments (EUSC) in Brussels, which defined its objectives and basic principles of operation, specified further at the EUSC in Warsaw in 2012. The functioning of the IPC CFSP/CSDP is organised by the rules of procedure adopted by the IPC itself in 2012 in Cyprus, as amended.

The Conference meets twice a year in the member state holding the Presidency of the Council. The Conference is composed of delegations of the relevant committees of the national Parliaments of the EU, i.e. mainly the foreign affairs committees and the defence committees (six Members of Parliament representing each parliament) and the delegation of the European Parliament (sixteen MEPs).

National parliaments of EU candidate countries and each of the European member countries of NATO (non-EU member states) can be represented by a delegation of observers. The Conference is presided over by the Presidency parliament, in close cooperation with the European Parliament. The high representative for foreign affairs and security policy of the European Union is invited to the meetings to present the priorities and strategies of the EU in this area.

The Inter-Parliamentary Conference may adopt by consensus conclusions on CFSP and CSDP matters related to the agenda of the Conference. The conclusions are not binding on the national Parliaments or the European Parliament, nor do they prejudge their positions. They are usually presented as a joint statement of the co-chairpersons. The Presidency parliament communicates the conclusions to all delegations, to the Presidents of national parliaments and of the European Parliament, to the Presidents of the European Council, the Commission and the high representative of the Union for foreign affairs and security policy, for their information.
