The meeting of the Presidential Troika in the Senate within the parliamentary dimension of the Polish presidency

On 23 February 2025, the Senate hosted the meeting of the Presidential Troika. Participants primarily discussed organisational matters. The sitting preceded the 16th meeting of the Joint Parliamentary Scrutiny Group on Europol (JPSG). Poland is hosting this event as the state that holds the presidency of the Council of the European Union. It is the second conference within the parliamentary dimension of the Polish presidency taking place in the Senate.

During its meeting in the Senate, among other things, the Presidential Troika approved the agenda for the 16th meeting of the JPSG which will be held on 24 February.

Participants of the meeting included Senator Kazimierz Ujazdowski, Co-Chair of the JPSG JPSG and Chair of the

Delegation of the Senate to the JPSG; Deputy Konrad Frysztak, Co-Chair of the JPSG and Chair of the Delegation of the Sejm to the JPSG; Caterina Chinnici, Co-Chair of the JPSG and Chair of the Delegation of the European Parliament to the JPSG; Mr Balázs Barkóczi, Vice-Chair of the Committee on European Union Affairs of the Hungarian National Assembly; Deputy Paweł Śliz, Chair of the Justice and Human Rights Committee of the Sejm; and Senator Grzegorz Fedorowicz, Vice-Chair of the Human Rights and Rule of Law Committee of the Senate.

The representatives of national parliaments of the Member States of the European Union and Members of the European Parliament sitting in the JPSG ensure democratic scrutiny over operations of Europol – the European Union Agency for Law Enforcement Cooperation. At the meeting which will be held in the Senate, Europol Executive Director Catherine de Bolle and Chair of the Europol Management Board Ireneusz Sieńko will present a report on Europol’s activities in the last six months. European Data Protection Supervisor Wojciech Wiewiórkowski will give an assessment on Europol’s activities in personal data protection.

What is an important element at each meeting of the JPSG are so-called scrutiny sessions, during which representatives of Europol and other guests talk about current issues in law enforcement. The first topic of the debate at this meeting will be combating drug trafficking, which is currently one of the most serious threats we face. In this session, Polish operations – undertaken both internally and in cooperation with partners from other Member States, as coordinated by Europol – will be laid out by Cezary Luba, Commander-in-Chief of the Central Investigation Bureau of Police. Scrutiny Session II will see members of the JPSG talk about the fight against child sexual exploitation online and offline, given the ongoing intensive efforts to amend EU legislation in this regard. The final session will focus on Europol activities linked to the war in Ukraine.

The JPSG holds two meetings per year: in the first half – in the state holding the presidency of the Council of the EU; in the second half – at the European Parliament, Brussels. The Joint Parliamentary Scrutiny Group on Europol is co-chaired by the parliament of the state holding the presidency of the Council of the EU and the European Parliament. The presidency of the JPSG is held jointly by the parliament of the state holding the rotational presidency of the Council of the EU and the European Parliament.
